I believe it is.
Although not everyone experiences poverty as traumatic, it's widely accepted as an adverse childhood experience, whose negative impact on child development is well documented.

The ARP isn't perfect, and Latinx and immigrant communities will still face access challenges, but it sees the root cause of poverty as a societal issue, not the result of individual behaviors. Thus, with leadership from government and communities, poverty becomes a preventable ACE.
